Goal: SJCPLS users will find current and accurate print, non-print, electronic resources, as well as the assistance they need to use these resources.

Objective 1: SJCPLS will maintain a knowledgeable staff, skilled in determining users’ needs, in locating relevant information, and assisting with technology.

  • Action: Update core competencies for all library roles (including reference, customer service, technology skills, communication, and programming), and develop an annual staff training program that equips staff to better serve the community and enhance user experiences.
  • Performance Measure: Completion of updated core competencies documentation and development of a comprehensive annual staff training plan.
  • Outcome: Staff is equipped with clearly defined role-specific competencies and a structured training plan designed to strengthen skills in reference, customer service, technology, communication, and programming.

    @ Your Library

    Goal: SJCPLS will be driven by bold vision and innovation at all levels of the organization.

    Objective: SJCPLS will create service delivery models that reflect current trends, community needs, and available funding.

    • Action: Realign staffing throughout the system to enhance community connections and support delivery models that respond to local needs and priorities.
    • Performance Measure: Number of locations meeting benchmarked staffing levels based on branch factors (annual circulation, door count, collections, etc.) and service tiers.
    • Outcome: Increased systemwide capacity, demonstrated by a higher number of branches meeting minimum staffing levels and expanded program delivery compared to the established baseline.

     

    • Action: Develop and implement a comprehensive, system-wide procedures manual—guided by established HR and Admin Code—for volunteer recruitment, onboarding, training, utilization, and performance evaluation (including all relevant forms).
    • Performance Measure(s): Completion and adoption of the procedures document by September 30, 2026; Number of volunteers recruited and trained; Number of volunteer hours contributed.
    • Outcome(s): Increased community engagement and participation through volunteerism; Consistent, high-quality volunteer experience across all locations; Improved volunteer recruitment, training, evaluation, and retention.

     

    • Action: Expand and actively promote volunteer opportunities that strengthen community involvement, support library services, and create meaningful ways for residents to contribute at every library location.
    • Performance Measure(s): Number of new volunteer roles created and filled at each library location; Number of volunteer opportunities promoted through events or library communications.
    • Outcome(s): Increased resident participation in volunteer programs; Improved support for library services through a broader base of active volunteers at each location.

    Objective: SJCPLS will maintain a communication program that demonstrates the impact of SJCPLS on the St. Johns County community.

    • Action: Conduct community surveys, patron satisfaction surveys, and non-user surveys to gauge engagement and inform library planning.
    • Performance Measure(s): Number of surveys conducted; Response rates.
    • Outcome(s): Improved understanding of community needs and satisfaction; Data-driven service improvements; Enhanced communication and trust with the public.

     

    • Action: Create and administer an annual engagement and satisfaction survey for all library employees to gather input on changes, new programs and services, and workflow improvements, to strengthen staff effectiveness in delivering high-quality services and programs that benefit the community.
    • Performance Measure(s): Survey completion rate to establish a baseline; Number of actionable suggestions received; Implementation of staff-driven improvements; Annual staff retention rate.
    • Outcome(s): Data-driven improvements to programs, services, and workflows; Enhanced communication and organizational culture, evidenced by sustained or improved staff satisfaction and retention over time. Data-driven, continuous improvements to programs, services, and workflows based on trends from survey results and staff retention data

          Evaluation

          This plan is for Fiscal Year 2026. The Library’s directions have a focus and connection with the St. Johns County Goals, guiding the County and the Library in caring for the needs of St. Johns County residents. Library staff will develop activities to attain the objectives. The staff will examine the progress quarterly. The Library Advisory Board will examine the progress in achieving objectives annually. This process may result in changes to the objectives in response to new developments and opportunities for the library and the County.
